Thank you for your interest in employment at the Goleta Water District, an equal opportunity employer. We currently has a need for a full time Capital Project Lead. Under direction, this experienced professional level class will work with a team to implement a complex capital program for treatment and distribution systems of potable and recycled water. This position is responsible for leading, overseeing, and participating in the design and construction of capital improvement projects for the District. This includes supervising Engineering staff and consultants, contractors, and vendors engaged in the District's study, design, and construction of capital infrastructure. The incumbent exercises significant authority and independence in implementing a broad range of professional resource management services in coordination with the Engineering Supervisor.  Performs other work-related duties as required.


Essential Duties and Responsibilities

  1. Oversee and perform professional level staff in the work of the engineering units as assigned; administer design and construction contracts as required, including reviewing scopes of work, schedules, and budgets in proposals and managing project delivery and execution.
  2. Ensure that projects meet budget, schedule, and quality objectives.
  3. Perform calculations; participate in and oversees the development of designs, plans, specifications, cost estimates, and correspondence.
  4. Simplify complex topics for non-technical audiences and prepare quick pointed summaries for executives and stakeholders.
  5. Review complex technical reports, design packages, and other program deliverables.
  6. Coordinate work with other departments and outside agencies.
  7. Interpret, explain, and apply policies, procedures, and standards.
  8. Read, interpret, and review maps, designs, specifications, plans, and drawings.
  9. Attend meetings; represent the District on related issues.
  10. Provide work direction to professional and technical engineering and clerical staff, consultants, and contractors; review work for completeness and accuracy.
  11. Respond to requests for information; provide assistance to contractors, outside engineers, and the public.
  12. May set performance standards of subordinate employees; participate in on-the-job training programs of personnel; participate in employee selection; provide performance evaluations and perform disciplinary actions.
  13. Review requests for new and modified water service connections, construction sureties and contracts; make recommendations to District staff for the issuance of can and will serve letters.
  14. Interpret, explain, and apply policies, procedures, and standards to customers, consultants, and contractors related to planning, designing, and constructing water projects; conduct site visits to verify information.
  15. Gather and compile a variety of data; compose memoranda; prepare and submit technical documents and reports for internal usage and for use by regulatory agencies relating to water and land use issues and water conservation.
  16. Collaborate in both short- and long-range planning related to water quality, drought management, storm water capture, and recycled water activities.
  17. Assist in developing and monitoring engineering program and capital infrastructure budgets and planning documents; coordinate and participate in technical programs, activities, and events to meet goals and objectives.
  18. Serve as District liaison with regulatory agencies and customers; serve on committees and panels to represent the District’s best interests; assist in the development of inter-agency procedures.
  19. Participate in the development of new and improved policies and procedures, fees, ordinances, and regulations; maintain procedural handbook.
  20. Analyze and develop recommendations for planning actions and policies; prepare and presents reports and supporting data.
  21. Assist in the development, prioritization, communication, and implementation of initiatives in support of District goals.

Education and Skills Training:

  • Bachelor’s degree in engineering, preferably in a civil discipline, or related field.


  • Five years of capital project management, civil engineering, or construction management experience, preferably related to water works facilities or treatment.

Special Requirements

  1. California registration as a Professional Civil Engineer is preferred but not required.
  2. Possession of an appropriate valid California Driver’s License. Possession and proof of a good driving record as evidenced by freedom from multiple or serious traffic violations for at least two (2) years’ duration.

As a condition of employment, newly hired employees will be required to provide proof of being fully vaccinated, defined as an individual is at least two weeks past their final dose of an authorized COVID-19 vaccine regimen.
