Description
Under general supervision of the Manager, Water Production, supervises, coordinates and plans for the servicing, installation, maintenance, modification and repair of a variety of mechanical equipment, buildings, structures and grounds associated with large water treatment plants.
Examples of Duties:
Supervises and participates in the planning and coordination of the installation, servicing, maintenance, modification and repair of a variety of mechanical equipment, structures, buildings and grounds associated with large water treatment plants by:
- Planning, scheduling and assigning work for a number of skilled and semi-skilled personnel and coordinating this work with other departments, groups and people to achieve assigned tasks.
- Assisting in the establishment and implementation of a preventive and corrective maintenance program by utilizing a computerized maintenance management system for all machinery and equipment and assuring that maintenance activities are followed according to schedule.
- In conjunction with the Maintenance Planner, utilize the Enterprise Asset Management software, analyze Key Performance Indicators, Schedule Compliance reports and other data to ensure the efficiency of the maintenance procedures.
- Ensure all stock and non-stock parts are properly recorded on the work orders.
- Overseeing and performing field maintenance activities to include: repairing, rebuilding and/or re-aligning pumps; shafts; valves; piping; chemical feed, power production and heating facilities; plumbing; welding; minor maintenance on motor vehicles, construction equipment; and other mechanical plant equipment necessary to operate large water treatment plants.
- Overseeing the cleanliness, maintenance and landscaping of lawns, roadways and structures.
- Conducting on the job training in all aspects of plant maintenance including safety procedures.
- Assuring the availability of materials, equipment and labor necessary to perform assigned duties on time and orders as necessary.
- Reviewing plans and specifications for plant additions, modifications and expansions.
- Attending meetings and participating in the decision process relative to expansion, operation and maintenance of water treatment plants.
Performs administrative duties by:
- Assisting in the preparation of the department's annual budget and completing items in the budget.
- Preparing records and reports relative to materials, costs, repairs and other maintenance related activities.
Providing assistance in personnel related activities to include:
- Interviewing for staff vacancies; performing employee evaluations; approving leave, overtime and timesheets; and conducting other personnel related activities.
- Requisitioning supplies and equipment.
- Consults with Engineers and Contractors in relation to maintenance procedures.
- Performs other duties as assigned or required.
Requirements
- Graduation from high school, and a minimum of eight years progressively responsible industrial mechanical maintenance experience in which at least one year has been in a leadership capacity, involved with the maintenance of water treatment plants and associated equipment, or any equivalent combination of education, experience and knowledge. Possession of millwright license or national certification as journey level millwright or equivalent from NCCER/NCACP is preferred.
- Possession of or ability to obtain a Commercial Driver's License within one year. (Corbalis WTP only)
- Possession of or ability to obtain a Pesticide Applicator's Certification from the Commonwealth of Virginia within one year. (Griffith WTP only).
- Possession of or ability to attain a Virginia DPOR Backflow Prevention License within one year.
- Ability to work overtime and standby as required and to perform works at other Authority facilities other than the principle location.
- Thorough knowledge of the methods, tools, materials and equipment used in the operation, installation, repair and maintenance of water treatment plant machinery, grounds, structures and equipment.
- Knowledge of the theory of hydraulics and its applications in the trade.
- Knowledge of computer basics.
- Knowledge of safety regulations, procedures and accident prevention techniques.
- Some knowledge of the operation and maintenance of motors; heating, ventilating and air conditioning equipment; and telemetering systems.
- Some knowledge of electronics and welding.
- Ability to supervise the work of others.
- Ability to read, interpret and modify drawings, blueprints and specifications.
- Ability to keep accurate records and make reports.
- Ability to plan projects and make cost estimates.
- Ability to tactfully and courteously communicate effectively to establish and maintain proper working relationships with co-workers, supervisors and the general public.
- Ability to carry out oral and written instructions.
- Ability to attend work related seminars.
- Possession of a valid driver's license and good driving record.
- Must pass a controlled substance (drug) test for employment.
- This position is also subject to random testing after hire.
Supplemental Information:
- Ability to lift up to 100 pounds and climb ladders, steps, and scaffolding.
- Requires standing, bending, twisting, and stooping including working in confined spaces.
- Ability to wear a respirator.
- Must pass an annual respiratory physical for respirator and self-contained breathing apparatus use and respiratory fit test.
- Must maintain personal grooming standards for effective use of the equipment.
- Working conditions may include: Exposure to noise, odors, heat, cold, dust, fumes, vapors or mist, hazardous materials and conditions.
